Sir,

I am commanded by the Army Council to

forward for the information of Mr. Secretary

Harcourt a copy of a telegram received from the

General Officer Commanding, Hong Kong. As Mr.

Harcourt will be aware the Defence of the Realm

Acts and the Regulations made under them are not

in force at stations abroad. If it is necessary

that powers similar to those conferred by the

Defence of the Realm Regulations should be

conferred upon the General Officer Commanding at

Hong Kong it would presumably be necessary for

local legislation to be passed. The Council

suggest that, if there is no objection on the part

of your Department, the Governor of Hong Kong

should be informed in the above sense. He could

then confer with the General Officer Commanding as to the steps to be taken and, if it should be decided that the best course would be to adopt the provisions of the Defence of the Realm Act and the Regulations, steps will no doubt be taken by your Department to furnish the necessary

information.
